Galgiani Bill Would Give Animal Shelters the Ability to Provide Essential Care

Sacramento- Senator Cathleen Galgiani (D – Stockton) announces legislation to help achieve the state’s policy goal that no adoptable dog or cat in California animal shelters should be euthanized. Senate Bill (SB) 1347 aims to give animal shelter caretakers the training and resources they need to meet the state’s “no kill goal” over the next five years.  SB 1347 unanimously passed the Business, Professions, and Economic Development Committee.

Covid-19 Virtual Town Hall on Non-Profits is Thursday

NAPA – Sen. Bill Dodd, D-Napa, will co-host a virtual town hall 2 p.m. Thursday about the impact of the coronavirus on North Bay non-profit organizations and services available to assist them during the pandemic.

The town hall is co-hosted by the California Association of Nonprofits. They will be joined by a panel of experts on the topic. Viewers may submit questions to the panelists via email and registration is required.

California lawmakers pushing back on Gavin Newsom’s pandemic spending plans

SACRAMENTO — Gov. Gavin Newsom is facing growing resistance from the Legislature to his strategy for emergency spending on the coronavirus pandemic, just as he is seeking billions of dollars more to shore up the state’s response.

At an Assembly hearing Friday to review $4.4 billion in additional funding requests from the Newsom administration, lawmakers from both parties expressed frustration that the governor has largely sidelined the Legislature during the pandemic.

Senate Judiciary Committee Approves Rubio Bill Expanding Protections for Domestic Violence Survivors

SACRAMENTO, CA – The Senate Judiciary Committee today unanimously approved a bill by Sen. Susan Rubio (D-Baldwin Park) that would expand protections for domestic violence survivors by allowing coercive control to be used as psychological harm in domestic violence proceedings.

SACRAMENTO - Today, Senator Scott Wiener (D-San Francisco) issued the following statement regarding his legislation, SB 939, which passed the Senate Judiciary Committee today by a vote of 5-1. Senator Lena Gonzalez (D-Long Beach) is a joint author of SB 939. It will now be heard in the Senate Appropriations Committee in June. SB 939 would enact a moratorium on commercial evictions – for small businesses and nonprofits – during the COVID-19 State of Emergency.

Sen. Skinner’s Bill to Limit the Ability of Corporations to Buy Foreclosed Homes Moves Forward

May 22, 2020

Senate Bill 1079, which would limit the ability of corporations to buy foreclosed homes, won approval today from the Senate Judiciary Committee on a 7-1 vote. The bill by Sen. Nancy Skinner, D-Berkeley, would also give tenants and local governments the first opportunity to buy a house in foreclosure before it’s put up for auction. And it would incentivize corporations that own blighted, vacant properties to fix them up and either rent or sell them.

Senate Judiciary Committee approves Wieckowski bill to protect Golden State Scholarshare accounts from creditors

SACRAMENTO – As COVID-19 wreaks havoc on the personal finances of California families, a new state proposal authored by Senator Bob Wieckowski and sponsored by California Treasurer Fiona Ma would exempt higher education 529 Scholarshare accounts from creditors in bankruptcy cases. The Senate Judiciary Committee approved Senate Bill 898 earlier today.
