SACRAMENTO – Friday, September 29 – Governor Jerry Brown signed a package of bills aimed at easing the state’s housing crisis at an affordable housing development site in San Francisco, California. Two of the signed bills, Senate Bill 166: No Net Loss and Senate Bill SB 167: Housing Accountability Act (HAA), were authored by Senator Nancy Skinner (D-Berkeley).

Legislature Acts to Protect Communities from Hospital Closures

Sacramento, State Capitol – Senate Bill 687 authored by Senator Nancy Skinner (D-Berkeley), which requires non-profit hospitals in California to obtain approval from the state Attorney General before closing an emergency department, passed out of the California State Legislature today.

“The farther you live from an emergency room the more your life is at risk,” said Senator Skinner, “SB 687 creates a layer of protection for the wellbeing of our communities.”

Legislature Boosts PACE Consumer Safeguards

Sacramento, State Capitol – On Friday, Assembly Bill 1284, co-authored by Senator Nancy Skinner (D-Berkeley) and authored by Assemblymember Matt Dababneh (D-Woodland Hills), passed out of the California State Legislature with bipartisan support.  AB 1284 strengthens California’s Property Assessed Clean Energy (PACE) financing program by giving the state’s Department of Business Oversight responsibility for enforcing consumer protections.

CA Legislature Takes First Step to Challenge Felony Murder Rule

SACRAMENTO – On Thursday, the California State Assembly passed Senate Concurrent Resolution 48, authored by Senator Nancy Skinner (D-Berkeley). SCR 48 renews the Legislature’s intent to reform the Felony Murder Rule.

“Due to the Felony Murder Rule California has many inmates serving life sentences for first degree murder despite the fact they did not actually commit a murder,” stated Senator Skinner, “SCR 48 recognizes that punishment should be proportionate to the actual crime.”

Among these are Senate Bill 166 and Senate Bill SB 167 authored by Senator Nancy Skinner (D-Berkeley). Senate Bill 166 strengthens California’s No Net Loss zoning law and Senate Bill 167 strengthens the Housing Accountability Act (HAA).

Bill Jumpstarts Zero-Emission Vehicles for California Fleets

Sacramento, State Capitol – Today, Senate Bill 498, authored by State Senator Nancy Skinner (D-Berkeley) passed the California State legislature with bipartisan support.

SB 498 is targeted at increasing the number of EVs and other zero-emission vehicles (ZEVs) in public and private vehicle fleets. The bill builds on Governor Brown’s 2012 Executive Order that set a target of 1.5 million ZEVs on California’s roads by 2020.

Jobs Not Jails: Opportunity to Seal Juvenile Records Passes State Legislature

SACRAMENTO – On Tuesday, the California Legislature passed SB 312, authored by State Senator Nancy Skinner, to provide a pathway for individuals convicted of a crime before their 17th birthday to petition a court to have the record related to their youthful offense sealed.

“Every aspect of life has an obstacle before you if you have a record that you cannot seal,” stated Senator Skinner. “SB 312 establishes a fair system for past youthful offenders to demonstrate that they deserve a second chance. It’s a bill we can all be proud of.”

Landmark Consumer Protections Approved for PACE Clean Energy Financing

Sacramento, State Capitol – Senate Bill 242 authored by State Senator Nancy Skinner (D-Berkeley) to strengthen consumer protections for California’s Property Assessed Clean Energy (PACE) financing program passed the State Senate today and is now on its way to the Governor’s desk.

 

“California is the national leader in PACE financing,” stated Senator Skinner, “SB 242 adds consumer safeguards so homeowners can continue to enjoy a convenient tool to finance energy, water and earthquake safety upgrades to their homes and properties.”
