Governor Signs SB 1079, Homes for Homeowners, Not Corporations

Gov. Newsom today signed SB 1079, Homes for Homeowners, Not Corporations by Sen. Nancy Skinner, D-Berkeley. SB 1079 is designed to prevent the scenario California experienced during the Great Recession when large corporations bulk-purchased foreclosed homes, causing owner-occupied home ownership to drop to the lowest level in decades.

Sen. Skinner Introduces Bills to Expand Public Access to Police Records and End the Use of Police to Respond to Social Service Calls

State Sen. Nancy Skinner, D-Berkeley, announced today that she has introduced two new bills: SB 776 which will expand and strengthen her landmark police transparency law (SB 1421) passed in 2018, and SB 773 which will begin the process of reforming California’s 911 system so that calls concerning mental health, homelessness, drug overdoses, and other issues not requiring police intervention can go to an appropriate social services agency rather than law enforcement.

Sen. Skinner Announces Senate Oversight Hearing for Covid-19 Outbreak in CA Prisons

Sen. Nancy Skinner, D-Berkeley, announced today that the Senate Committee on Public Safety will hold an oversight hearing on the Covid-19 outbreak in California prisons on Wednesday, July 1, 2020. The hearing will focus on the California Department of Corrections and Rehabilitation’s (CDCR) current and future plans for handling of the outbreak, which has now spread to at least 19 state correctional facilities.

Sen. Skinner’s Bill to Limit the Ability of Corporations to Buy Foreclosed Homes Moves Forward

May 22, 2020

Senate Bill 1079, which would limit the ability of corporations to buy foreclosed homes, won approval today from the Senate Judiciary Committee on a 7-1 vote. The bill by Sen. Nancy Skinner, D-Berkeley, would also give tenants and local governments the first opportunity to buy a house in foreclosure before it’s put up for auction. And it would incentivize corporations that own blighted, vacant properties to fix them up and either rent or sell them.
