Senator Wiener Introduces Housing Legislation to Increase Baseline Zoning and Provide Cities More Effective Voluntary Tools to Upzone

Sacramento - Today, Senator Scott Wiener (D-San Francisco) announced SB 902, which authorizes two, three or four units of housing per parcel – depending on population – in neighborhoods zoned for lower density, such as single-family zoned areas. Additionally, SB 902 provides cities with a powerful new streamlining tool, if they choose to utilize it, to upzone non-sprawl areas to as many as 10 units per parcel.

Senator Wiener Introduces Housing Legislation to Allow Churches and Other Charitable Institutions to Build Affordable Housing on Their Property

Sacramento – Today, Senator Scott Wiener (D-San Francisco) introduced SB 899 to allow faith institutions (such as churches, synagogues, and mosques) along with nonprofit hospitals to build affordable housing on their property by right, even if local zoning prohibits this type of housing. The legislation only applies to 100% affordable housing for low-income residents.

Senator Wiener Introduces Bill to Confront Meth Crisis Using Contingency Management Intervention

Sacramento – Yesterday, Senator Scott Wiener (D-San Francisco) introduced SB 888 to address the increase in meth usage and overdose deaths. This legislation expands substance use disorder treatment options covered under Medi-Cal, requiring Medi-Cal to pay for contingency management. Contingency management has proven to be the most effective method of treatment for methamphetamine addiction. Contingency management describes the practice of giving those struggling with drug addiction financial rewards if they test clean.

Senator Wiener Introduces Legislation to Address Homelessness Crisis by Expanding Shelter Access

Sacramento – Yesterday, Senator Scott Wiener (D-San Francisco) introduced SB 1138, legislation to address gaps in the shelter zoning process under existing California housing law. Currently, cities and counties must identify in their housing elements (a term for a state-mandated housing plan) at least one zone where emergency shelters can receive streamlined approval.

Sacramento- Senator Scott Wiener (D-San Francisco) and Assemblymember Todd Gloria (D-San Diego), on behalf of the California Legislative LGBTQ caucus, sent a letter to Governor Gavin Newsom asking him to nominate an LGBTQ judge to the vacancy on the California Supreme Court. Senator Wiener Introduces Legislation to Create Fairer, More Representative Juries

Sacramento – Today, Senator Scott Wiener (D-San Francisco) introduced legislation that would expand the jury pool to include any state tax filers. This would ensure that jury pools would be more diverse and demographically representative of California’s population. Currently, juries are selected using lists of registered voters and licensed drivers or identification card holders. However, these lists are not demographically representative, and thus the jury pool pulled from these lists tend to skew whiter, wealthier, and overall less diverse than the state actually is.

In Response to Senator Wiener’s Audit Request, California State Auditor Issues Scathing Report on Law Enforcement Mismanagement of Automated License Plate Readers (ALPR)

February 13, 2020

Sacramento- Today, in response to a request from Senator Scott Wiener (D-San Francisco) to audit law enforcement usage of Automated License Plate Readers (ALPR), the California State Auditor released a report which found that law enforcement using this mass surveillance technology in cities across the state lacked necessary safeguards against privacy violations and are noncompliant with state law. Senator Wiener requested the audit due to privacy concerns, understanding this technology could be easily over- and misused without regulation and guidelines.
